European Commission President Ursula von der Leyen outlined her vision for the future of EU-China relations at a speech in Brussels on Thursday. "It is clear that our relations have become more distant and more difficult in the last few years," she said, but added, "I believe it is neither viable or in Europe's interest to de-couple from China." In the speech at the European Policy Centre and Mercator Institute for China Studies, ahead of a trip with French President Emmanuel Macron to China next week, von der Leyen said Europe should rather "de-risk" its relationship with China. Tensions between the EU and Beijing significantly worsened over a host of issues, including the Taiwan question, China's repression of the Uyghurs in Xinjiang, and the EU's WTO dispute with China over its trade restrictions against member state Lithuania. "These escalatory actions point to a China that is becoming more repressive at home and more assertive abroad," von der Leyen said. The European Union has proposed a raft of new sanctions against Russia in response to the so-called referendums in four Ukrainian regions. European Commission President Ursula von der Leyen made the announcement, saying the package was designed "to make the Kremlin pay" for escalating the conflict in Ukraine with what she called "sham" votes in occupied territory. The sanctions package includes further import bans on Russian products, expected to deprive Moscow of an additional €7 billion ($6.7 billion) in revenues. It also features export bans on key technology used for the military such as aviation items, electronic components and specific chemical substances. The sanctions package will map out the legal basis for an oil price cap and will ban EU citizens from sitting on governing bodies of Russian state-owned companies, von der Leyen said. European Union countries have agreed to put a cap on the price of Russian oil - currently at 60 dollars a barrel. The move aims to reduce Moscow's ability to fund its war in Ukraine with revenue from petroleum exports. The European Union has long relied on sea deliveries to receive the bulk of its Russian oil imports. Beginnning Monday, those shipments fall under embargo and will stop by early January, following a grace period. Many Russian oil tankers are now heading toward Asia. But can Asia make up the difference? In October, Russia exported almost 8 million barrels of crude oil and oil products, such as diesel, per day. Two and a half million of that went to the European Union, the bulk of it transported by sea. That's down from before the war. Crude exports have recently surged to other countries, especially India and China. In October alone, Russia transported the equivalent of 1.1 million barrels of crude to India every day. In January, it was just a mere 100,000 barrels. Crude exports to China have also increased. Many experts believe that as the embargo approaches, Russia is gearing up to ship more and more crude directly to Asia. The European Union is desperate to boost ties with India and encourage New Delhi to reduce its links to Russia, its main arms supplier. Head of the European Commission Ursula von der Leyen on Monday called on India to align itself closer with the European Union as New Delhi attempts to balance its ties with Moscow and the West. In a speech to the Raisina Dialogue, an annual conference held in Delhi, von der Leyen said a close relationship with the European Union was in the strategic interests of India. She said India and the EU are "natural partners" who "thrive in a world of common rules and fair competition." But von der Leyen warned that these values were threatened by Russia and China. "The reality is that the core principles that underpin peace and security across the world are at stake," she said, going on to reference China and Russia's "no limits" partnership signed shortly before the invasion of Ukraine. She said the war was affecting not just Europe, but also the Indo-Pacific, already visible through the rising cost of food and fertilizer. The Commission chief said it was in the interests of the EU for the Indo-Pacific to remain open and become more prosperous. Therefore, she said, the EU was deepening its engagement with partners in the region, including ASEAN. Von der Leyen criticized China's "debt-trap diplomacy," which critics say allows Beijing to take control of ports and vital infrastructure. The European Union said it will spend €500 million on weapons and equipment for Ukraine. For the first time in its history, the European Union will purchase weapons for a country under attack, said European Commission President Ursula von der Leyen. In a meeting on Sunday, EU foreign minister agreed to budget €500 million ($564 million) for weapons and equipment for Ukraine. Poland agreed to work as a logistic hub for the delivery of weapons. She also said EU airspace would be closed to Russia-owned, registered or controlled aircraft, explicitly mentioning that the ban would apply to "the private jets of oligarchs." Additionally, von der Leyen announced the 27-member bloc would take steps to stop "the Kremlin's media machine in the EU" by banning state-owned Russia Today, Sputnik and their subsidiaries. "We are developing tools to ban their toxic and harmful disinformation in Europe," she said. EU foreign policy chief Josep Borrell said the move was aimed at "turning off the tap for Russia's disinformation in Europe." In addition to the measures against Russia, von der Leyen added that the EU agreed to sanction Russia's ally Belarus, which she called "the other aggressor in this war." In a message to the hundreds of thousands of people fleeing Ukraine, von der Leyen said they would be welcomed with "open arms." Kyiv and Moscow have sent envoys to peace talks on the Belarus border. Ukrainian President Volodymyr Zelenskyy said he was willing to "try" talks with Russia but added he is "skeptical" they will lead to a ceasefire. "I will be honest, as always: I do not really believe in the outcome of this meeting, but let them try," Zelenskyy said in a video statement. EU lawmakers on Wednesday declared Russia a "state sponsor" of terrorism in line with pleas from Ukrainian President Volodymyr Zelenskyy. "The deliberate attacks and atrocities committed by Russian forces and their proxies against civilians in Ukraine, the destruction of civilian infrastructure and other serious violations of international and humanitarian law amount to acts of terror and constitute war crimes," a press release from the European Parliament stated. The designation is a largely symbolic condemnation of Russia's actions in Ukraine and beyond. The US government has so far resisted the label for Russia, citing potential unintended consequences under its legal system. Moldova's pro-Western president has outlined what she described as a plot by Moscow to take over the country. Moldova's foreign minister is expected in Brussels today for urgent consultations with the European Union. Russia has denied the claims. The tiny eastern European country shares a long border with Ukraine and has a breakaway region, Transnistria, that is controlled by Russian-backed separatists. European leaders have so far failed to reach an agreement on an import ban on Russian oil. Landlocked Hungary, Slovakia and the Czech Republic have been demanding exemptions from the ban. What would a European energy embargo mean for Russia's state budget? A ban on imports of Russian oil would mean a dramatic shift in policy for the EU, and it wouldn't come without consequences. About 12 percent of Germany's oil comes from Russia. And nearly all of it flows through one refinery on the German-Polish border – providing thousands of jobs.
