I won't even work in downtown Sacramento because of the homeless population. Walking from a parking garage to your place of business is just too freaking dangerous. Here we are, three years later, and things are even worse in Sacramento. Most of the homeless population will never work. They have mental illness and/or drug addiction. They just need housing to keep them from living on the streets. Even then, many won't want it. They prefer the streets. Talk to any police officer or homeless advocate and you'll hear the same.
